Benchmarking is a way for an organization to discover the best performance being achieved within a targeted field and to measure the gaps in performance relative to that “best in class” level. The typical characteristics of benchmarking include:

  • Focusing on best practices
  • A focus on continuous improvement
  • Utilizing information from outside the organization
  • A view toward utilizing the information to support operational efficiency and effectiveness
  • Adapting operating practices based on customer needs after examination of best-in-class operations

One of the areas of focus for many water utilities involves the commitment to ensuring efficient service to their members. As a result, many utilities have explored benchmarking as a way to enable them to identify best-in-class levels, potential gaps in operating performance, and the best approaches to closing those gaps. In this way, an optimally designed benchmarking process can serve as a source for identifying how to ensure that each member utility adopts best practices in support of customer needs.


David Shpigler serves as President of The Shpigler Group, a strategy management-consulting firm focused on the utility sector.  David has worked with over 200 utilities in solving complex issues involving strategic assessment, market analysis, business case development, economic evaluation of network design, and industry benchmarking.
