Job Description

The Chief Plant Operator provides excellent service to our customers, shareholders and employees by successfully performing all functions necessary to ensure the water quality and regulatory compliance in the production of water for distribution to customers. The Plant Operator will provide support in the following areas:

  • Regulatory compliance with State Drinking Water Regulations and the Safe Drinking Water Act
  • Operation and maintenance of all water supply pumping and treatment facilities and equipment, including both owned and contract operation systems.
  • Supervision of plant operators
  • Data acquisition, analysis and reporting on water treatment facility operation by Public Water System ID number.
  • Water supply and production facilities planning
  • Watershed and wellhead protection and land management.
  • The Chief Plant Operator will perform a wide variety of duties and tasks related to operating and maintaining a public water treatment system, including:
  • Operation, maintenance and repair of all treatment plant and pumping station equipment, including SCADA control and communications systems to insure continuous service to customers and coordination with the distribution crew.
  • Successfully leads a team, gains cooperation from others, communicates with, and directs the work of other leaders.
  • Inspection, housekeeping and security of all treatment plants, pumping stations and water storage facilities to insure a safe, clean and presentable water production environment.
  • Collection of all necessary water samples required for compliance with federal and state regulations and for operational analyses.
  • Collection and reporting of all water production and water quality information necessary for regulatory compliance and company records.
  • Manage annual operating and capital expenditures specific to water treatment and pumping facilities
  • Select, order, receive, dispense, and record the use of water treatment chemicals. Insure availability and distribution of proper safety equipment and MSDS information for chemical handling.
  • Maintain the Emergency Response Plan for each facility and train for implementation of the plan if necessary.
  • Monitor water supplies to insure uninterrupted service to customers and the efficient use of water resources.
  • Maintain watershed and wellhead protection programs, including risk identification and assessment, land use monitoring, forestry management, land acquisition, public access policies and routine inspections.
  • Assist Customer Service in responding to inquiries regarding water quality.
  • Monitor regulatory activity that may impact treatment techniques or current operations at water production facilities.
  • Assist in planning for capital improvements at each facility in anticipation of new water quality regulations.
  • Assist in the development and implementation of new treatment plant control applications and strategies.
  • Assist and train other operators and standby duty personnel.
  • Assist in the development of annual operating budgets for production labor, chemicals, and power and maintenance costs. Assist in development of capital budgets for all production facilities.
  • Is a subject matter expert in one or more functional areas of water treatment; chemistry, process control, pumping and energy management.
  • Performs administrative functions including budgeting, time reporting, managing staff, performance appraisals and state and federal compliance reporting.
  • This position is responsible for learning, following and ensuring compliance with all safety rules. This includes rules and regulations in the Company Safety Manual, OSHA regulations and other state, federal, or governing body’s rules and regulations.
    Performs other duties or special projects as assigned.

Minimum Qualifications


  • Degree Equals High School Diploma
  • License Equals State of Maine III or IV Water treatment system operators 


  • Skill Equals Programmable Logic Controllers (PLC) and SCADA systems 
  • Proficiency Equals High
  • Skill Equals Must be available for reasonable overtime work
